A DVI to VGA Cables is in Reality a DVI-A to VGA Cable. It's basically a VGA Cable with the VGA (HD15) Connector Removed and a DVI connector installed in its place. The common use is to Connect Something that has a DVI-I output (A computer Video card with a DVI connector)to something with a VGA input (and LCD or CRT monitor. It does not convert DVI-D to VGA, so don't bother trying! If your DVI output device has HDCP, then it is not going to put out a VGA signal.

For DVI to VGA connections you can throw out all of the usual problems that digital DVI connections have with length. You need to rely on the cables analog Coax cable properties. Often this aspect of quality is very much an afterthought for DVI-I cables. It's often better to stick with a 5-coax, 75 ohm, HD quality VGA cable with a VGA to DVI Adapter.
